Is it legal to carry a passenger?

Passenger law seems different in different jurisdictions. The strictest we've found is, you guessed it, in Germany, where a passenger-toting bike is required to have a seat, footrests, and a handle (a stoker bar works great). Since we (the manufacturers) designed, claim, and warrant the SnapDeck as a seat, we think that using it as one would be legal. Of course, you’ll be less likely to get a ticket with Footsies!

Living in Germany, I'm hoping to get the bike legal- or at least, as legal as possible... What's a stoker bar?

A stoker bar is a handlebar like those on the rear of a tandem, attached by rear facing stem to the seatpost. an example being like this Big Dummy on flickr

I've just got a cut down handlebar on my bike, about 35cm. It's a great help when moving the bike around.
